Since 1 June 2013, all properties offered for rent or sale have been required to have an energy performance certificate.
Royal Decree 235/2013, approved on 5 April and published in the Official State Gazette on 13 April, establishes the obligation to obtain an energy performance certificate for anyone who owns a property that is to be sold or rented, whether it is a new-build or second-hand home. This certificate allows users to find out about the building’s energy efficiency so that they can assess and compare it. In addition, this procedure aims to promote highly energy-efficient properties and investment in energy savings. The property owner is responsible for obtaining this certificate, regardless of whether the owner is a property developer, bank, private individual or another type of entity. It can be obtained through any company that can demonstrate the appropriate expertise to carry out certifications recognised by the Ministries of Industry, Energy and Tourism and Public Works.
The price may range from €100 to €300, depending on the size of the property and the company providing the service. No government funding is planned to cover the cost of this certificate, although a number of grants and subsidies have been introduced to improve the energy efficiency of homes under the forthcoming 2013–2016 State Housing Plan.
Together with the certificate, an energy efficiency label known as the “energy rating of the completed building” is issued. It rates the property from A, the most efficient, to G, the least efficient, and includes a document containing recommendations for improving its rating. The certificate is valid for a maximum of 10 years.
